Chief Operating Officer
Joy Hogan Rozman, RN, M Ed
Ms. Rozman is the Chief Operating Officer for Delmarva Foundation. She has program leadership and contract management responsibility for Delmarva’s multi-million dollar quality improvement contracts. Under her leadership, our talented professionals partner with government and private payors to create safe, effective, and efficient systems of care; protect the fiscal and clinical integrity of healthcare systems, assure optimal services are available for people with developmental disabilities, and conduct regulatory compliance reviews and performance measure validation. By leveraging technology and best practices in a variety of healthcare settings, we improve and support cost efficient and monitored patient care.
Joy is a senior executive with more than 20 years of executive leadership and management experience in public and private sector healthcare-related, public health and human service settings in the U.S. and Europe. Most recently, she served as the President and Chief Executive Officer of Virginia Health Quality Center “VHQC.” Joy possesses a commitment to performance excellence and an in-depth knowledge of quality and productivity measurement and improvement systems. In addition, she has a demonstrated track record as a results-oriented, visionary leader with superior strategic aptitude and a clear sense of purpose and urgency.
In addition to her work experience Joy holds a Master of Education in Human Services Administration, from the University of Massachusetts at Amherst, a Bachelor of Science in Public Health Education from Columbus University, an Associate of Science in Nursing from Columbus University, and a Quality Manager Certificate from George Washington University, School of Continuing Engineering Education and Applied Sciences. She also serves on the Malcolm Baldrige National Quality Award Board of Examiners and is the 2004 recipient of the Distinguished Executive Leadership Award from the James Q. Cannon Memorial Endowment for excellence in advancing the field of quality improvement.
